RC Council made right decision on wells

The EPA has a manual which attempts to deal with the complexities of a karst geology. It is titled... Ground-water Monitoring in Karst Terranes and is available online by Googling that title. Quoted from the manual is the following important paragraph from page 6:

"Waste-disposal facilities should not be located within a karst terrane unless one is willing to risk sacrificing the use of at least part of the subjacent karst acquifer as a source of potable water. This is a high risk, almost a certainty. Nevertheless, many facilities already exist within a karst environment, and hazardous materials are disposed of without supervision by a karst-aware hydrologist. Also, hydrologists are rarely consulted in the selection of a proper site for an accidental spill of hazardous material."

Perhaps the City of Rogers City Council members are aware of the EPA publication and is one reason why they recommend adopting language into the city ordinance which prohibits private wells in the city limits, but not banning point wells provided the local office of the District Health Department is consulted. A very wise move.
